PPMGA faced the unique difficulty of an airport (General Aviation) remaining operational whilst project-managing the large scale infrastructure and civil works. These works included roads, drainage, and the delivery of various development projects such as state of the art facilities and hangars to house the Police Air Wing and Air Ambulance. Challenges included the requirement to Masterplan the facility to align with more commercial property development and investment aspirations, manage heritage and environmental issues, and also work within the planning requirements of its ongoing use as an airport. In addition, PPMGA needed to deliver within the probity, tendering and contractual requirements of State Government Tenants, with additional overlays of the unique design and operational requirements for Vic Pol and Air Ambulance.
Solutions
Rigorous master planning and intensive review of the program was undertaken, ensuring multi disciplines were all incorporated. Innovative jet crossings were utilised in the design, which required rigorous compliance and operational review. A strong project and communications plan was instituted at commencement, with milestone and gated project review throughout.
Results
Initial project success came as PPMGA provided assistance in programming and cost planning which was used to assist Vic Pol in obtaining necessary funding approval to commence and complete the project. The project was delivered to a high standard, within budget and program.
